Fifteen kilometres apart, sharing the same water and the same reefs, in completely different price brackets. This is the clearest value question on the coast.
Soma Bay is a self-contained peninsula of large resorts with a golf course, a thalasso spa and a private feel. Safaga is a working Egyptian port town up the road with phosphate cranes at one end and dive centres at the other.
What makes this pair worth a page is that the sea does not know the difference. Tobia Arbaa, Panorama Reef, Abu Kafan and the wind that made Safaga an Olympic windsurfing venue are equally near both. You are choosing what happens between dives, not what you dive.
Divers who want maximum water for the money

This is the whole argument. The same reefs at a fraction of the cost, with shorter boat runs and centres competing for your business.
A family with young children
Soma Bay
The shallow, groomed bay is genuinely excellent for small children, and having everything on site removes a great deal of daily friction.
Windsurfers and kiters

The bay has hosted world championships. The wind is why anyone knows the name.
A honeymoon or a spa week
Soma Bay
It is built for exactly this and does it very well. Safaga is not trying to compete and would be a strange choice.
Anyone who wants to leave the hotel

There is somewhere to walk to. In Soma Bay there is not, by design.
The awkward truth for Soma Bay is that its dive boats and Safaga’s often end up on the same moorings. If the diving is the point of the trip and the resort is only where you sleep, the price gap is very hard to justify.
